The 86th floor is the classic open-air deck that wraps around the building at 1,050 ft — it's what most visitors book. The 102nd-floor Top Deck is enclosed, higher (1,250 ft), and smaller; add it if you want the highest possible view.
Empire State Building or Top of the Rock?
